
A government official or functionary is an official who is involved in public administration or government, through either election, appointment, selection, or employment. A bureaucrat is a member of the bureaucracy. An elected official is a person who is an official by virtue of an election. Officials may also be appointed ''ex officio'' (by virtue of another office, often in a specified capacity, such as presiding, advisory, secretary). Some official positions may be inherited.
A person who currently holds an office is referred to as an incumbent.
The word ''official'' as a noun has been recorded since the Middle English period, first seen in 1314. It comes from the Old French ''official'' (12th century), from the Latin ''officialis'' ("attendant to a magistrate, public official"), the noun use of the original adjective ''officialis'' ("of or belonging to duty, service, or office") from ''officium'' ("office"). The term ''officer'' is close to being a synonym (but has more military connotations). Any such person acts in their official capacity, in carrying out the duties of their office; they are also said to officiate, for example in a ceremony. A public official is an official of central or local government.
An official must exercise his judgment and his skills, but his duty is to place these at the service of a higher authority; ultimately he is responsible only for the impartial execution of assigned tasks and must sacrifice his personal judgment if it runs counter to his official duties.

Vincent Neil Wharton (born February 8, 1961) is an American vocalist and musician, best known as the lead vocalist of heavy metal band Mötley Crüe.
In 1985, Neil regrouped with Mötley Crüe to record ''Theatre of Pain''. In 1987, the band recorded the album ''Girls, Girls, Girls''. In 1989, the band released their highest-selling album, ''Dr. Feelgood''.
Neil sued Motley Crue for 25% of their future profits and $5 million in damages for being fired.
In 1992, Neil released his first single. He stated that the song was written in twenty minutes with his friends Jack Blades and Tommy Shaw. The single "You're Invited (But Your Friend Can't Come)" was featured on the ''Encino Man'' soundtrack. Neil made a video for the song that featured a cameo by Pauly Shore. The video does not feature guitarist Steve Stevens as Stevens was hired after the song and video had been released. Stevens re-recorded the song for Neil's first solo album. Neil performed the song live on the MTV Movie Awards.
''Exposed'', was Neil's first solo album and was released in 1993. The album debuted at #13 on the ''Billboard'' charts. The album featured Stevens, who subsequently played all bass and guitar tracks on "Exposed", Dave Marshall, Robbie Crane, and Vik Foxx. The band eventually went on tour, opening for Van Halen.
By 1997, both Neil's solo career and Mötley Crüe's fortunes were declining and he accepted their invitation to rejoin the band. They released the album ''Generation Swine'' which debuted at #4 on the Billboard charts. It wasn't long before tension erupted again, this time prompting Tommy Lee to leave the band. They replaced him with Randy Castillo, who later on recorded New Tattoo with the band in 2000, but things came to a halt when Castillo died from cancer in 2002.
Vince Neil has toured his solo band, which consisted of Slaughter members Jeff Blando and Dana Strum, as well as drummer Zoltan Chaney.
The band came back into the spotlight after their ''Behind the Music'' episode aired on VH1 in December 1998. The episode became the highest rated in the series. The DVD was issued with ten extra minutes of footage in December 1999.
Motley Crue released the studio album "New Tattoo" in 2000 and a brand new studio album "Saints of Los Angeles" in 2008.
In 1998, Mötley Crüe opened a store on Melrose Avenue in Los Angeles called, "S’Crüe", which stocks clothes from both Sixx and Neil’s clothing lines (Outlaw and Bad Bones), along with CDs, the Mötley Brüe drink and other items. The store closed in January 1999, with the band deciding to sell the items online.
In 2006, Neil opened his own tattoo parlor called Vince Neil Ink. The shop is located on the Las Vegas Strip.
Neil founded Vince Vineyards, a winemaking venture that produced a 2003 Napa Cabernet Sauvignon and a 2003 Sonoma County Chardonnay. He also produces a limited edition Petite Sirah through EOS Estate Winery.
In 2005, Neil created the "Off The Strip Poker Tournament", which takes place in Las Vegas.
In 2007, Neil launched his own brand of tequila called Tres Rios. Neil debuted the tequila at the Food Network South Beach Wine & Food Festival in February 2007.
Neil opened Dr. Feelgood's Bar and Grill in West Palm Beach. It took over two and a half years for all of the members of Mötley Crüe to agree and sign off on the bar concept and location. It was finally determined that it would be located in downtown West Palm Beach, a stone's throw away from the ocean and within the high rent district of downtown. On January 19, 2008, Neil played a free concert on the streets of downtown West Palm Beach to celebrate the grand opening of Dr Feelgood's. In March 2009, Neil opened another Feelgood's in Miami Beach. Vince also owns a Feelgood's in Las Vegas.
Mötley Crüe were on tour in the U.S. Crue Fest. Mötley Crüe announced that they will play the entire Dr. Feelgood album every night of Crüe Fest 2 to celebrate the album's 20th anniversary.
In 2002, Neil was one of the cast members on the first season of ''The Surreal Life''. In 2004, Neil appeared on the special ''Remaking Vince Neil'', which showed him trying to recharge his solo career. He also recorded the single "Promise Me" produced by Desmond Child. The song was for sale on iTunes for a brief period of time, but a solo album never surfaced.
Mötley Crüe's fortunes got a boost when Neil and Tommy Lee put aside their differences and toured in support of the compilation album ''Red, White and Crüe''. The tour. dubbed ''Carnival of Sins''. featured acrobats, fire breathers and a midget as part of the overall circus atmosphere the band created.
In 2004, Neil played a tattoo artist in an episode of the CBS sitcom ''Still Standing''.
In 2009, Neil worked on a pilot for an A&E reality-TV show. According to Neil, the program would follow the singer and his family after his parents moved in with him. Neil told Eddie Trunk of the "Friday Night Rocks" radio show, "My wife [Lia] hasn't talked to my mom since the wedding," which took place January 9, 2005, in Las Vegas.
In 2010, he was cast on ABC's ''Skating with the Stars'' as a celebrity contestant who skated with professional ice skater Jennifer Wester.

In early 1993, he began dating actress and Playboy Playmate Heidi Mark after a blind date arranged by her makeup artist. The two were engaged within two months, and married in 2000. After just 15 months of marriage, and several attempts at reconciliation, they divorced in 2001.

Joey Allen is best known as the lead guitarist from the American glam metal band Warrant.
Allen was born as Joseph Alan Cagle on June 23, 1964 in Fort Wayne, Indiana, but grew up in Irvine, California. His father is a retired electronics executive, while his mother worked for the Irvine Unified School District. He has two older sisters.
Allen played in approximately 20 bands before joining Warrant. He endorses G&L guitars, and according to an interview with them, his influences include guitarists Gary Moore, Eddie Van Halen, and Randy Rhoads. In this same interview, his bandmate and co-guitarist from Warrant Erik Turner states that "Joey is more of a technical player than me. I never really took a lot of lessons or studied. I just learned by jamming with different people, picking up stuff off records, or watching people play live. Joey is a true lead guitarist, and I’m a rhythm guitarist at heart who plays a little bit of lead."
Allen met guitarist Erik Turner in 1979 and they formed the band Knightmare II. Allen left the band to attend trade school and was awarded an associate’s degree in electronic engineering in 1985. In the meantime, Turner had formed Warrant. Allen joined the band in March 1987.
Allen has a daughter, Kylie Jo, who was born to his first wife in 1991. He is married to his second wife Shari.
In 1994, Allen left the band and became a Microsoft Certified Professional and went to work for a software company. During this time, he also played in a band called Joey Allen Project. In an interview in 1999, Joey revealed that it was his decision to leave Warrant. He left as Warrant's style of music was losing popularity because of the Grunge movement and he did not want to go back to playing clubs. Jani Lane (February 1, 1964 – August 11, 2011), born John Kennedy Oswald, later changed to John Patrick Oswald, was an American recording artist and the lead vocalist, frontman, lyricist and main songwriter for the glam metal band Warrant.
By age 11, his older siblings had left for college or marriage except Vicky. Between his parents and his sister, he made the rounds as an amateur protege' drummer, making quite a name for himself. Not a shy youngster, he took over the family home inside and out with his drum equipment and fellow musicians until he graduated from Field High School in 1982. Although he chose a path of the most difficult nature, he worked throughout high school to acquire his own drum equipment, setting a fine example to his friends and co-workers that he was not afraid to do anything for his dream of becoming a song writer/entertainer.
It was at this time that Lane realized his true desire was not only to play in the band but to actually sing his own songs up front and not hidden behind a drum kit.
Lane and Sweet later relocated to Los Angeles, California, where they took various odd jobs to survive. Struggling to make ends meet as a musician, Lane resorted to working in a pornographic video warehouse.
By 1986, Plain Jane had become a regular feature in the L.A. club circuit. Erik Turner, who had founded Warrant in July 1984, was impressed by Plain Jane's songwriting and vocal performance, and invited Lane and Sweet to join his band.
As lead vocalist with Warrant, Lane wrote three Top 40 hit singles: "Heaven," "Down Boys" and "Sometimes She Cries" for Warrant's debut album Dirty Rotten Filthy Stinking Rich which peaked at number 10 on the Billboard 200. and another three Top 40 hit singles: "Cherry Pie," "I Saw Red," and "Uncle Tom's Cabin" from the second album ''Cherry Pie'', which peaked at number 7 on the Billboard 200. Lane also co-wrote and performed with Warrant the song "The Power" in the 1992 movie ''Gladiator''.
Due to personal and business disagreements, Lane left Warrant in 2004. In January 2008, the band's agent, The William Morris Agency issued a new photograph of the band with Lane prominently featured, confirming his return to the band. It was the first time that all original members had been in the band since 1992. The band's first show with all original members was in May 2008 in Nashville. Warrant then performed a series of shows during the summer of 2008, but by September 2008, Warrant and Lane agreed to move forward separately, due to "too much water under the bridge." Warrant and Lane both continued to perform Lane's compositions live and Lane continued to write for himself and other artists.
Lane became involved in acting in the early 1990s. He made a brief appearance in ''Caged Fear'', and also appeared in ''High Strung'' in 1991.
Between 1997 and 2000, demos of Lane's solo material began surfacing on the Internet, with some bids on eBay reaching an estimated $US100.00 per copy. The project, titled ''Jabberwocky'', represented a significant musical departure from Lane's previous work. The CD has never been officially released.
Lane's official debut solo album, ''Back Down to One'', was released on June 17, 2003 through ''Z Records''. It carried a "power pop" sound which was more closely aligned with the sound of Warrant than the unreleased ''Jabberwocky'' project.
In August 2004, Lane withdrew from the ''Bad Boys of Metal'' tour after only eight shows.
Lane contributed vocals on the track "Bastille Day" and "2112 Overture/Temples Of Syrinx" for the Magna Carta 2005 Rush tribute album ''Subdivisions''.
In Fall 2004, Lane contributed the lead vocals for the first ever theme song to a novel, The Devil of Shakespeare, by author, Billy McCarthy, along with JY from Styx, Ron Flynt 20/20, Chip Z'Nuff of Enuff Z'Nuff.
In 2005, Lane was featured on VH1's ''Celebrity Fit Club 2''.
Keri Kelli and Lane wrote a song for Alice Cooper, titled, "The One That Got Away." It was recorded by Cooper on his 2008 record, ''Along Came a Spider''. Lane also finished work on his side project, Saints of the Underground. This project also consists of Bobby Blotzer and Robbie Crane (both from Ratt), and Keri Kelli (from Alice Cooper). Their album, ''Love the Sin, Hate the Sinner'' was released on April 22, 2008.
In the Summer 2010, Lane went on tour with Great White, filling in for singer Jack Russell, who was recuperating from surgery after suffering internal complications. Also Lane had plans to make a new solo album and tour to support it, but it all got scrapped in early 2011.
Jani met his mentor and manager, Tom Hulett (who also managed The Beach Boys, Led Zeppelin, Elvis Presley, Jimi Hendrix, Moody Blues), in 1988. Tom was responsible for Lane's first record deal and played an almost "father-like" role in Jani's early career. Tom died of cancer in 1993 leaving Jani in a state of "career limbo" through the rest of the 90's. Jani publicly stated (in referring to his parents and Hulett), "I miss all three of them so much! They were all trusted friends, sources of unconditional love and support and helped keep my moral compass pointed in the right direction!"
In 1990, during the filming of the videoclip for the Warrant single "Cherry Pie," Lane met model Bobbie Brown. By July 1991, the couple were married and in January 1992, they welcomed their first child, a daughter, Taylar Jayne Lane. In 1994, in the midst of band troubles, Jani and Bobbie divorced. Lane married his second wife, Rowanne Brewer, in 1996. In 1997, the couple welcomed their daughter, Madison Michelle Lane. Brewer and Lane later divorced. Jani married his third wife, Kimberly Nash, on March 13, 2010. In Jani's own words he described Kimberly as follows: "What makes Kimberly different is everything. She is … I say no matter what I have, no matter how many houses, cars, what was in the bank account, what was going on with the band and songwriting, something was always missing. I truly believe it was that, I hate to use a corny term like “soul mate,” but it really is. When you have a connection with somebody and you can come to them and they have a good idea of the difference between tough love and being mean, it’s very good for me. This is a person who is very in control of her life, is her own person and, fortunately for me, is not into the party scene. It’s hard enough to get her to take a Tylenol when she has a fever. That’s an absolutely great person for me to be around at this point in my life. The last year, I’ve suffered some consequences from drinking that I’ve never suffered in my entire life. It’s really made me take a step back and go, “Is this how you want to continue? Is this how you want to finish up?” The answer is no. That’s where the song “Changes” came from."
